Draw principles

These teams are divided into four groups of four teams – Groups A to D

Co-hosts Latvia are pre-assigned to position A1, Lithuania to position B1 and Slovenia to position C1

Pot allocation

The 16 participating teams are divided into four pots based on their position in the UEFA senior men’s futsal national team coefficient rankings on 26 September 2025.

The host associations (Latvia, Lithuania and Slovenia) are not drawn during the procedure. As a result, the pots containing these teams will be reduced accordingly.

Seeding pots

Pot 1: Portugal (holders), Spain, Ukraine, France

Pot 2: Croatia, Italy, Slovenia (co-hosts), Czechia

Pot 3: Poland, Armenia, Georgia, Belarus

Pot 4: Belgium, Hungary, Latvia (co-hosts), Lithuania (co-hosts)

Draw procedure

Teams were drawn in alphabetical order from Groups A to D and the position within each group was also drawn.

The host associations (Latvia, Lithuania and Slovenia) were not drawn and were pre-assigned to position 1 in Groups A, B and C respectively. Therefore, the bowls for Groups A, B and C contained only three balls for positions 2, 3 and 4.

The draw began with Pot 1, from which a team was drawn and assigned to the first available group in alphabetical order (starting with Group A).

To determine the position of the team within the group, a ball was drawn from the relevant bowl, e.g. ‘Group A’ to assign the team to position A2, A3 or A4 for the first team drawn.

Once Pot 1 was emptied, the draw proceeded to Pot 2, then Pot 3 and finally Pot 4, following the same procedure.

Draw conditions

As each group had to contain one team from each pot, this means that any other team from the same pot as a host could not be drawn into that hosts' group.

In addition to this condition, and in accordance with decisions made by the UEFA Executive Committee:

Belarus and Ukraine could not be drawn into the same group.

Due to national restrictions in Latvia and Lithuania, which prohibit matches involving Belarusian teams on their territory:

Belarus had to be drawn into Group C or D.

Ukraine had to be drawn into Group A or B.

If a prohibited clash occurred or was anticipated, the computer used to assist with the draw indicated the available group for the team drawn.
