Almost three weeks after the attack on the World Trade Center, the observation deck of the Empire State Building, the city's tallest skyscraper for the first time in 30 years, reopens Saturday, Sept. 29. The 102-story building has the dubious distinction of being the only other skyscraper in Manhattan to have been hit by a plane.
