Summer 2026 Parking Management Program changes (beginning May 1, 2026): 

    • The addition of the West End and Rainbow parking lots to the paid parking program
    • West End and Rainbow lots will be $10 per day, holidays $20 per day
      •  Hourly rate $2 per hour up to 2-hours 
      • Evening flat rate $2 from 5:00 PM to 10:00 PM
    • Christmas Tree and Brook Avenue parking lot rate increases, $20 per day, holidays $40 per day
      • Hourly rate $2 per hour up to 2-hours 
      • Evening flat rate $2 from 5:00 PM to 10:00 PM

Overview

Placer County has developed and implemented a North Lake Tahoe Parking Management Program, as recommended in the Resort Triangle Transportation Plan and adopted by the Placer County Board of Supervisors in October 2020. A major program goal is to ensure parking turnover for the businesses in the Kings Beach Commercial Core. The program relies on improving public education and executing consistent enforcement of the posted ordinances.

Purpose

Rainbow Parking LotThe purpose of this program is to better manage the existing parking supply in the North Lake Tahoe region. Encouraging alternative modes of travel, ensuring sufficient turnover in convenient parking spaces for businesses, protecting neighborhoods from spillover parking, and efficiently using land to meet Tahoe area parking demands are the goals this project will try to obtain. Shared parking agreements offer property owners of private parking areas an opportunity to voluntarily participate in a County paid parking program to help maximize the utilization and availability of parking in Kings Beach. This program has the potential to generate funding for local investment into alternative transportation enhancements, such as new bicycle/pedestrian facilities and expansion of transit services.

Several amendments to the Parking Ordinance were proposed and approved by the Board of Supervisors in 2025 to allow for paid parking as well as residential parking permit zones, in accordance with the Kings Beach PMIP and the Summer 2025 parking program recommendations. This amendment also reflects several parking restrictions that are currently defined by signs and markings, or both, on many County maintained and state highways.

DPW Parking Enforcement Officers continue to focus on education and compliance within the Kings Beach Parking Management Zone area. With the assistance of the County Code Enforcement Officers, our officers utilize mobile License Plate Recognition (LPR) cameras on two county automobiles to ensure vehicles are adhering to the time-limited parking in the Kings Beach Commercial Core, as well as collecting essential data that will provide valuable information to assist in decision-making towards Summer 2026 program expansion.

Placer County has also partnered with the Tahoe Transportation District’s Park Tahoe program to improve the continuity and ease of recreational parking around Lake Tahoe. The goal of this unified parking management strategy is to create a consistent and recognizable brand for parking in the Lake Tahoe region, increase public recognition of public parking options, improve the user experience for repeat visitors or those who spend time at multiple destinations, and ultimately increase the ease of parking revenue management and operations. Initial program development costs and expenses to launch the RTTP North Lake Tahoe Parking Management Program are funded through the North Tahoe Community Alliance (NTCA) Transient Occupancy Tax (TOT) and Tourism Business Improvement District (TBID) funding program (TOT/TBID Dollars at Work). Funding agreements were approved by the Placer County Board of Supervisors on April 23, 2024. Matching funds are also provided by the DPW Tahoe Transportation Fee Program. In future, program costs and enforcement operations will be funded through the program once the plan is fully implemented. Any surplus parking fee revenue is intended to be managed through a Parking Benefits District, once established, to be spent locally on mobility improvements.

Public Outreach

Community engagement has been ongoing since Spring 2023. In November 2023, the County contracted with Dixon Resources Unlimited, an experienced parking consultant, to develop an initial parking management plan for the Kings Beach area. In 2024, six community meetings were held between January and March to solicit input on current parking related concerns as well as share a summary of initial recommendations for the Phase 1 Kings Beach Parking Management Implementation Plan. A total of three stakeholder meetings with partner agencies and community groups were held in 2025. These allowed residents to engage in collaborative discussions regarding program goals, elements, financing, technology and enforcement. 

Parking Compliance

An effective parking enforcement operation is an essential component of any parking management program. The introduction and implementation of a paid parking program in Kings Beach must first start with parking enforcement technology and adequate staffing. Placer County's Public Works Parking Enforcement has been established to achieve the parking compliance goals in the Kings Beach area. County parking enforcement officers began using handheld electronic parking citation issuance devices on July 1, 2024 and additional parking enforcement technology enhancements are under review by county staff.

Past Meetings

On September 23, 2025, Placer County held it's third Stakeholders Meeting via Zoom. Dixon Resources Unlimited presented the parking data that was collected from June 2, 2025 through September 22, 2025 in a detailed PowerPoint presentation. Read the release highlighting the data.

The second Stakeholders Meeting was held on Tuesday, July 22, 2025 and ran from 6:00 pm - 7:00 pm via Zoom. Julie Dixon and her team provided a PowerPoint presentation with the progress that has taken place since the May 22nd Stakeholders Meeting as well as discussing the Residential Parking Permit Program that the County would like to implement. The County Staff received some constructive feedback and was able to answer questions. The next meeting date was also provided, Tuesday, September 23rd, so please be sure to register and attend so your thoughts, ideas and concerns are shared with Placer County and Dixon's staff.

May 22, 2025 Parking Management Stakeholders Meeting 

Placer County held the first of four Parking Management Stakeholders Meeting that will be held this calendar year. The meeting was held via Zoom with Placer County Staff members and two members from Dixon Resources Unlimited presenting. After Introductions were made by Kevin Bell, Assistant Director of Public Works, Julie Dixon presented a PowerPoint that reviewed the objectives of the Parking Management Program, what was accomplished during the summer of 2024, what can be expected the summer of 2025 and possible future considerations. After which there was a Q & A session led by Kevin Bell and Julie Dixon welcoming questions from the attendees. At the end of the meeting, our Parking Management Team wanted to remind everyone that our next Stakeholders Meeting will be held via Zoom in July. 

On February 13, 2025, Supervisor Cindy Gustafson hosted a virtual town hall meeting in which one of the topics of discussion was the North Lake Tahoe parking management program. Several updates will be presented at the February 18, 2025 Board of Supervisors Meeting to allow for paid parking and a future Residential Parking Permit Program in accordance with the Kings Beach Parking Management Implementation Plan. The Placer County Board of Supervisors discussed Parking Management Program updates at its meeting in Auburn. Kevin Bell, Assistant Director of the Department of Public Works, and Julie Dixon, Principal Consultant with Dixon Resources Unlimited, co-presented updates to the Parking Ordinance and the Kings Beach Parking Management Implementation Plan.
