The Oakley City Council completed a Focused General Plan Update in January 2022 and is now initiating a Technical update of the City’s Zoning Code originally adopted in July 1999. The City of Oakley has changed in many ways since the Zoning Code was originally adopted, the Zoning Code has undergone multiple amendments but has never received a full technical review. While the updates addressed evolving needs, they also resulted in inconsistencies that will benefit from this technical update.
In April 2022, the Council adopted the City of Oakley Strategic Plan 2022–2027+, which reaffirms community priorities and sets a vision for strategic, thoughtful growth. A key objective of this plan is to “Complete a comprehensive update of the City’s Zoning Code,” that aligns with Oakley’s current and future vision and the recently updated General Plan. Implementing this update by early 2027 will also fulfill several policy requirements designed to accommodate emerging land uses.
Additionally, the Council adopted the latest Housing Element Update (2023–2031) in May 2023, introducing programs that require amendments to the Zoning Code. City staff has already begun implementing these changes through targeted updates.
The Technical Zoning Code Update will ensure seamless alignment with the General Plan, City of Oakley Strategic Plan 2022–2027+, and the Housing Element Update (2023-2031), providing a clear and forward thinking framework for the City of Oakley's goals.
