The City of Oakley processes passport applications by Appointment Only.
The City does not process renewal applications (DS-82); these are mail-in forms only.
Online Passport Renewal (OPR) is now available to the American public. Applicants who meet the requirements can now renew their passports online at their convenience and from the comfort of their own homes. See a full list of requirements.
Please note that applicants applying on DS-11s will still need to have their applications executed before an acceptance agent at an acceptance facility. To schedule an appointment online please read all instructions, within all tabs, and select Book Appointment when you get to the end of the page.

Passport processing hours are:
Monday through Thursday
9:00 a.m. to 4:00p.m.
We can execute up to 5 applications per appointment so please only schedule one appointment unless you have more than 5 applicants. (All applicants must be present.)
The U.S. Department of State Office of Passport Services has designated Oakley Civic Center as an authorized passport acceptance office.

How to Apply in Person for a U.S. Passport
Please read all of the information in all of the following sections before continuing.
1. Complete an Application Form. The City does not process renewal applications (DS-82).
Applicants who meet the requirements can now renew their passports online at their convenience and from the comfort of their own homes. See a full list of requirements.
Application forms can be obtained at the Civic Center or online. Please have your application completed before you arrive for your appointment. Do not sign the application form until instructed to do so.
Double-sided applications will not be accepted. If you complete your application online, please print separate pages.
2. Present Proof of U.S. Citizenship. Please bring the original and a photocopy of one of the following:
- Previously issued undamaged U.S. Passport (if under 16 last passport issuance, you must also provide your original certified birth certificate and one clear photocopy)
- Certified Birth Certificate and one clear photocopy. Must be issued by the city, county, or state. A certified birth certificate has a registrar's raised, embossed, impressed or multicolored seal, and the date the certificate was filed with the registrar's office. Submit orders online.
- Consular Report of Birth Abroad (original and one clear photocopy)
- Naturalization Certificate (original and one clear photocopy)
- Certificate of Citizenship (original and one clear photocopy)
3. Proof of Identity. Applicant must provide a photocopy of the front and back of their identity documents. Present one of the following:
- Previous U.S. Passport
- Naturalization Certificate
- Certificate of Citizenship
- Current, Valid Driver's License
- Government ID: City, State or Federal
- Military ID: Military and Dependents
- Work ID: Must Be Currently Employed by the Company
- Student ID: Must Be Currently Enrolled
- Merchant Marines Card: Also Known as a "Seamen's" or "Z" Card
- Pilot or Flight Attendant ID
4. One Passport Photograph.
Photograph must be 2 inches by 2 inches in size and taken within the past six months. The image size from the bottom of the chin to the top of the head should be between 1 inch and 1 3/8 inches. The photograph must be in color. It must be a full face, front view, with a plain white or off-white background. Photograph should be taken in normal street attire, without a hat or headgear that obscures the hair or hairline. Uniforms should not be worn in photographs with the exception of religious attire that is worn daily. If a hearing device, wig, or similar articles are normally and consistently worn, they should be worn when the picture is taken. Glasses cannot be worn for photographs. Vending machine photos are not acceptable.
Infant Photos
If your infant requires a passport photo, please bring a white blanket or sheet that can be placed under the child in their car seat or stroller.
Guidelines for photographing infants:
- The child must be the only person in the photo. Nothing used to support the child should be in the camera's frame, including the arms or hands of a parent holding the child.
- It is acceptable if an infant's eyes, particularly a newborn's, are not, or are not entirely, open. All other children must have their eyes open and looking straight ahead towards the camera.
- Tip 1: Lay your baby on his or her back on a plain white or off-white sheet. This will ensure your baby's head is supported and provide a plain background for the photo. Make certain there are no shadows on your baby's face, especially if you take a picture from above with the baby lying down.
- Tip 2: Cover a car seat with a plain white or off-white sheet and take a picture of your child in the car seat. This will also ensure your baby's head is supported.
5. Applicable Fees. Passport application fees and processing fees are paid separately.
A check or money order is required for application fees payable to the U.S. Department of State.
Cash, money order or credit/debit is required for processing fees payable to the City of Oakley.
Application Fees
Must be paid by personal check or money order and are made out to and sent to the U.S. Department of State with your application. (A check or money order is required for application fees.)
16 & Older
- $130 - Passport Book (valid for travel by air, sea or land)
- $30 - Passport Card (valid for land and sea crossings between the U.S. and Canada, Mexico, Bermuda and the Caribbean only)
Under 16 Years
- $100 - Passport Book (valid for travel by air, sea or land)
- $15 - Passport Card (valid for land and sea crossings between the U.S. and Canada, Mexico, Bermuda and the Caribbean only)
Execution Fee & Photo Fee
This fee is paid separately from the application fee and can be paid with cash, debit/credit or money order (no personal checks for processing fees).

- $35 (per application)
- $15 photo service, if needed (per person)
Postal Fee (Optional)
Expedited postage charge (1-3 Day Delivery) is currently $30.45 (payable to City of Oakley) to Passport Services and $22.05 (Payable to U.S. Department of State) per application from Passport Services.
Current Processing Times
Please be advised that processing times can change at any time. For the most current processing times, please check the U.S. Department of State Website.
- Routine Service can take up to 6 weeks from the day an application is received at a passport agency or center.
- Expedited Service (for an additional $60) can take up to 3 weeks from the day an application is received at a passport agency or center.
Mailing times are not included in processing times. Processing times only include the time your application is at one of our passport agencies or centers. The total time to get your passport includes both processing and mailing times. It may take up to 2 weeks for applications to arrive by mail at a passport agency or center, and up to 2 weeks for you to receive a completed passport in the mail after we print it. Consider the total time it will take to receive your passport when you are booking travel.
If you need your passport in less than six weeks you will need to pay an additional $60 expedited fee to ensure urgent handling (payable to the U.S. Department of State).
If you are traveling within 2 weeks and require a passport, you will need to visit the San Francisco Passport Agency in person. To schedule an appointment, call 877-487-2778. (Must have proof of international travel within 14 calendar days.)
You may receive your passport and the supporting documents submitted with your application in separate mailings. If you are renewing a passport card, it will be sent to you via First Class Mail, 1- to 2-day delivery service is not available if you applied for a passport card.
Appointments
Our goal is to provide passport services to as many customers as possible. We kindly request that you cancel your appointment if you no longer need it so that we may open that appointment up to another customer. You can cancel by clicking cancel in the confirmation email you received when you scheduled your appointment or by calling 925-625-7000.
We can accommodate up to 5 applicants per appointment so please only schedule 1 appointment if you have 5 or fewer applicants.
Passport appointments can only be booked online up to 90 days in advance.
If you receive a "no appointments available" message, please check back, appointments are made available on an ongoing basis and canceled appointments are made available online immediately.
