Code Enforcement

The Code Enforcement Bureau upholds state and local regulations by addressing code violations affecting safety and community well-being. The Bureau investigates non-compliant buildings, enforces zoning and land-use regulations, and responds to reports of abandoned vehicles and more. With the Board of Examiners, Appeals and Condemnation, the Bureau ensures Long Beach remains safe, functional and visually appealing.

  • Dead landscaping
  • Deteriorated electrical, exposed wiring and circuit breakers
  • Deteriorated plumbing (leaking ceiling)
  • Garage accessibility (blocked access by vehicle(s))
  • Garage conversions without permits
  • Major auto repair on residential property
  • Operating an unregistered Short-Term Rental
  • Outside storage or junk, debris or trash (including discarded furniture and appliances) in front, side or rear yards visible from public view or neighboring properties 
  • Overflowing trash containers or dumpsters
  • Overgrown vegetation
  • Overheight fence
  • Pest/vermin infestation
  • People living in garages
  • Private trees impeding the public right of way
  • Storage of wrecked, inoperable and/or abandoned vehicles on private property
  • Trash cans stored in public view
  • Unpermitted alterations to a dwelling or structure without permits
  • Unpermitted interior alterations to a dwelling or structure
  • Unpermitted or illegal signs
  • Vehicles parked illegally on private property

Noise Complaints

When Should I File a Noise Complaint?

For these types of  noise, refer to the information below:

  • Disturbing the Peace (i.e. loud talking, screaming, yelling, door slamming, vehicle noise): Police non-emergency 562.435.6711
  • Construction Permit: Building Department 562.570.6651
  • Aircraft Noise (i.e. excessive helicopters and airport noise): Airport Noise Abatement 562.570.2665
  • Excessive Animal Noise (i.e. dogs, cats and any other animals except for exotic birds):  Animal Control 562.570.7387
  • Excessive Auto Repair (in residential areas): Code Enforcement 562.570.2633

For these types of  noise, contact the Noise Control Program:

  • Live Music (i.e. from night clubs, musical instruments, etc.)
  • Amplified Sound (i.e. radios, tv, musical instruments, loud speakers)
  • Leaf Blowers (allowed Monday-Friday 8 a.m. to 8 p.m., Saturday 9 a.m. to 5 p.m., Sunday and holidays 11 a.m. to 5 p.m.)
  • Domestic Power Tools (allowed 7 a.m. to 10 p.m.)
  • Construction (allowed Monday-Friday 7 a.m. to 7 p.m., Saturday 9 a.m. to 6 p.m.; no construction on Sunday)
  • Mechanical Sound (i.e. air conditioner, swimming pool pump, refrigerator pumps, compressors)
  • Truck Deliveries (allowed 7 a.m. to 10 p.m.)
  • Refuse Collection (allowed 7 a.m. to 7 p.m.)
  • Animals (only exotic birds regulated)
