In this Milbank Quarterly commentary, Jacob Jorem and I discuss how Medicaid policy varies across states in its support for mobile crisis services. While the ARPA-enhanced match may have accelerated uptake, many states still lack clear, permanent structures for authorizing, paying for, and integrating these services into the broader behavioral health system. Recent state announcements about the end of ARPA-supported crisis programs bring this issue into sharper focus. The commentary outlines five key domains where Medicaid policy often falls short: service definition, team standards, payment methodology, coordination across the crisis continuum, and reporting requirements. We are pleased to announce the recipients of the 2025 Maternal Health Innovations (MHI) Program grants. #OneHealthProject New MS in Global One Health – NC State University Starting Fall 2026, NC State’s Global One Health Academy launches a Master of Science in Global One Health—a two-year, 36-credit program designed to train leaders equipped to tackle complex challenges at the intersection of human, animal, plant, and environmental health. UNC Health and Duke Health are partnering to build North Carolina’s first standalone children's hospital by the early 2030s. Dr. Stephanie Davis, physician in chief at UNC Children's, said that a decrease in specialized providers in pediatric care motivated UNC Health and Duke Health to combine resources and regionalize care.

Research meets real-world impact. Novant Health, UNC Health and UNC School of Medicine have received another $1 million in research grants through their ongoing partnership to improve health outcomes in North Carolina. This latest round of funding will drive two new clinical studies focused on:  1️⃣ Early identification of chronic liver disease to prevent progression to cirrhosis and liver failure.   2️⃣ Evidence-based treatment for shoulder and musculoskeletal injuries, addressing rotator cuff injuries and fractures, particularly in older adults.     Learn more: https://lnkd.in/ee7Zzx2v

Rural Health Transformation Program Notice of Funding Opportunity On Sept. 15, the Centers for Medicare and Medicaid Services (CMS) released the Notice of Funding Opportunity (NOFO) for the Rural Health Transformation Program (RHTP), a $50 billion fund which will be paid over the course of five years. States can apply to receive funds to support rural health care initiatives in a one-time application opportunity, which will run from Sept. 15 through Nov. 5, with awardees to be determined by Dec. 31. AANP is pleased to report that one of the state policy actions noted in the NOFO is the evaluation of states based on their state scope of practice environment. Under this metric, CMS will be evaluating whether states have removed practice barriers on nurse practitioners and allocating points based on their adoption of full practice authority (FPA). AANP thanks the Administration, the U.S. Department of Health and Human Services and the Centers for Medicare and Medicaid Services for incorporating state adoption of FPA into the NOFO, which recognizes the decades of evidence that state adoption of FPA improves access to high-quality health care for patients across the country.
