In my latest analysis for MLex, I look at the AI Act's messed up entry-into-application timeline, arguing that its staggered timeframe is more fiction than reality. While all eyes were on the rush to finalize the code of practice for general-purpose AI models, not many noticed that the EU's rules on GPAI will be toothless for one year due to a misalignment with when the related sanction regime (Art. 101) and investigative powers (Art. 88-89) will take effect in August 2026. Similarly, the application of the bans might have to rely on the national laws implementing the EU regulation until the enforcement chapter (Chapter IX) starts to apply in 2026. Ironically, after years of recurring criticism about the lack of enforcement of the GDPR, data protection authorities might step in to clean up at least part of the legislator's mess. https://lnkd.in/eF_G_jKa

Venture capital firms need to rethink their hesitation about defense. That’s the message from Dame Fiona Murray, vice-chair of the NATO Innovation Fund, who says geopolitical instability and war have shifted investor attitudes—and that shift needs to continue. In an interview tied to the launch of a new UK-based cybersecurity fund, Osney Capital, Murray said there’s now broader recognition that investing in defense and cybersecurity is not just acceptable, but necessary. “You can be responsible in your investment in defence, cybersecurity,” she said, “and in the end, you are really doing something that is ethically positive and important.” “Osney Capital’s fund is an opportunity for the UK to build on the UK’s strong advantage and excellence in cybersecurity. In times of global uncertainty, we must foster a safe, secure and trusted digital economy in the UK — across all our digital and physical infrastructure,” she said. “This means investing in and promoting innovation in the UK’s cyber security ecosystem. The work of Osney Capital’s fund is a matter of national security, digital sovereignty, and economic leadership.”

TV ratings shake-up: Reform or risk? MIB has just proposed sweeping changes to the decade-old rules governing television rating agencies. In a bold move, it has removed key conflict-of-interest safeguards, allowing entities with stakes in broadcasting, advertising, or distribution to now own or operate TRP agencies. For years, India’s Rs 1.6 lakh crore advertising industry has functioned on a single, sacrosanct currency—TV ratings from one body. That data has shaped everything from ad rates and media plans to channel strategies. But now, with these changes, the gates have been thrown open. What’s changed? Clauses that prevented broadcasters, advertisers, and agencies from having ownership or board-level influence in rating agencies have been deleted. Restrictions on cross-holdings are gone. This could now allow anyone, from cable operators and OTT platforms to advertiser consortiums, to enter the measurement space. What’s at stake? Will this break monopolies and drive innovation in measurement? Or will it fragment the industry, with multiple 'currencies' confusing advertisers, reducing trust, and encouraging self-rating? This isn’t just about structure—it’s about credibility. Because when the ones being rated are also the ones doing the rating, who holds the mirror up to the mirror? As audience measurement expands to digital, CTV, and multi-screen behaviour, we absolutely need reform. But reform without guardrails could mean competition at the cost of trust.
