The New York State Comptroller is the State’s chief fiscal officer who ensures that State and local governments use taxpayer money effectively and efficiently to promote the common good. The Comptroller’s responsibilities include: - Serving as sole trustee of the $267.7 billion New York State Common Retirement Fund (value as of March 31, 2024), one of the largest institutional investors in the world. - Administering the New York State and Local Retirement System for public employees, with more than one million members, retirees and beneficiaries and more than 3,000 employers. - Maintaining the State's accounting system and administering the State’s more than $18 billion payroll. - Reporting on State finances. - Managing and issuing State debt. - Reviewing State contracts and auditing payments. - Conducting audits of State agencies, public benefit corporations and local governments. - Overseeing the fiscal affairs of local governments, including New York City. - Overseeing the Justice Court Fund and the Oil Spill Fund. - Serving as custodian of more than $19.4 billion in unclaimed funds, restoring lost accounts to their rightful owners. - Conducting training and providing technical assistance to improve government operations at all levels. Headquartered in Albany, the Office of the State Comptroller employs more than 2,700 people. We also maintain New York City offices and eight regional offices.

Janet Hyde is retiring from the State Comptroller’s office after more than two decades of service helping local governments address some of their most pressing needs. She joined our team in 2003, advancing to become the Director of Information, Research and Training, helping to oversee the execution of State Comptroller DiNapoli’s local government research and policy work, the collection and review of data submitted by local governments and trainings for local officials. She also managed LGSA’s publications and support for the many systems that are used to conduct LGSA work. Janet says her proudest accomplishment was being a part of the team that worked on the development and rollout of the Comptroller’s Fiscal Stress Monitoring System (FSMS) that assists local officials in identifying and addressing financial concerns. “My role back then involved designing and testing the overall framework for the model and I now oversee the operation of the system. The continued success of FSMS remains a source of pride for me,” said Janet. She encourages people just starting their careers to work hard, try their best and ask questions. She says the office is full of smart, professional people who can teach you so much as you grow in your role. “The agency invests in developing its people, provides flexibility and is supportive and open to new ideas. While the work can be very serious, we still manage to have fun at work,” she added. Janet calls the Comptroller’s office a great place to work and enjoyed her time with her colleagues and local officials to better serve New Yorkers. “I am proud of my career in public service. We work hard to ensure that taxpayer dollars are used correctly, and that provides a deep sense of purpose to this work,” she said. She admits retirement is bittersweet. While she will miss the challenges of working on local government policy issues, she has plans to pursue some hobbies, spend time with family and travel. She may continue teaching college courses as well. Congratulations Janet on many years of outstanding public service. May you have a long and happy retirement.
