    The European Union is in the process of reviewing the regulations governing the allocation and operation of airport slots. This is part of a "fitness check" of various infrastructure regulations, including airport charges and ground handling. This is an important and complicated review to which IATA is giving expert input. As our Slots White Paper (https://lnkd.in/eBFRvtWY) highlights, the slots system is a complex mechanism. Like a Swiss watch, all the parts need to work together to ensure global airline schedules can work. If any one element is unbalanced, the system will operate sub-optimally, and much as with a malfunctioning watch, your schedule will quickly disintegrate! The current EU Slot Regulation, modelled on the Worldwide Airport Slot Guidelines, does a good job of balancing a number of vital requirements: ·      It ensures that slots are allocated fairly, transparently and independently ·      It provides global compatibility, connecting the EU to the world by allowing all airlines to work to the same set of rules at slot-constrained airports worldwide ·      It enables airlines to plan and execute reliable and consistent schedules year-on-year ·      It gives airlines that fulfill their schedules the confidence that they will be allowed to operate the same slots again, while also providing opportunities for new carriers to operate slots ·      It encourages efficient use of airport capacity. These sometimes-competing requirements are carefully balanced in the current regulations. But we are concerned that more regulatory burdens, in contradiction to the WASG, could tip this balance and destabilize our “Swiss watch”. For example, if in addition to all the above, the Slot Regulation were to insist that a certain type of aircraft should be used, or a particular destination be served, then it could make it very difficult to use the airport capacity efficiently. It could make it more difficult for new carriers to operate slots. Or it could potentially undermine the independence and fairness of the allocation procedure. The pain of such an outcome would be borne in the first instance by EU passengers and shippers, who would inevitably lose their current level of access to the rest of the world which complies with the WASG. Given the interwoven nature of global schedules and the large proportion of slot-constrained airports which are located in the EU, we would expect significant secondary effects to quickly arrive in the rest of the world, as well. The WASG and the Slot Regulation are the backbone of the global aviation system. Thanks to them, hundreds of thousands of flights a year are managed successfully through the world’s busiest airports. European regulators should take heed of the recommendations of the Draghi report, which were to deregulate to encourage more economic dynamism. The Slot Regulation is complex enough…better to remember the old adage that “less is more”.

  • IATA and ALTA - Latin American & Caribbean Air Transport Association consider the approval of Bill No. 5.041/2025 by Brazil's Chamber of Deputies to be a historic setback that threatens air connectivity and increases ticket prices. Given that Brazil is the largest aviation market in Latin America, the ripple effects of this legislation would extend beyond its borders. Restrictive legislation that raises costs will hurt everyone: passengers, communities, and the broader economy. "This bill sends the wrong message to investors and international partners. Latin America needs regulatory stability and competitiveness to grow, and measures like this only add cost, reduce efficiency, and discourage new connectivity in a context where we should be expanding it," points out Peter Cerdá, IATA’s Regional Vice President for the Americas.
