The Secretary of State makes the following Regulations in exercise of the powers conferred by sections 9(2), 40 and 42(1) to (3) and (5) of, and paragraph 4(1), (3)(a) and (4) of Schedule 1 and paragraphs 1(1) and 4(1)(b), (2)(d) and (3)(a) of Schedule 6 to, the Welfare Reform Act 2012.

In accordance with section 173(1)(b) of the Social Security Administration Act 1992, the Social Security Advisory Committee has agreed that the proposals in respect of these Regulations should not be referred to it.
