Errors logged when viewing recent logs on multilingual sites

If your site logs either a Illegal string offset 'value' or a Placeholders must have a trailing [] error when viewing /admin/reports/dblog a workaround, using the user interface is available. Read the details at The view of 'Recent log messages' causes errors on multilingual sites.

Custom blocks are no longer displayed and no longer appear in the custom block library

Primary language taxonomy terms unpublished

Some multi-lingual sites reported that taxonomy terms in the default language became unpublished. To publish the taxonomy terms read the 'Proposed resolution' section in #2998221: Primary language taxonomy terms unpublished during 8.6.0 upgrade.
