Use when
User wants to make a change (add item etc) to the page. This change is usually contextual, such as adding an item similar to the ones displayed in the list. Action links have a distinct position on the page.
Example

“Add comment type” is the local link - Drupal 8

“Add Link” is the local link — Drupal 7
Recommendations
- Precede add actions by a plus sign.
- Start the link text with a verb and keep it short.
- Preferably use only one task, avoid more than two.
- Consider a separate page if multiple local tasks are required.
- Do not use for settings.
