The newspaper says billionaire Viktor Vekselberg and his partners in Sual Partners plan to buy a 12 percent stake in aluminium giant Rusal for about $700 million. The stake currently belongs to tycoon Mikhail Prokhorov's Onexim Group.

The lower house of parliament, the State Duma, will consider amendments to the tax code next week, the daily says. It says the changes would increase the tax burden on companies by curbing their ability to reduce their taxable profits.
