We have been going to Carvoeiro for 15 years and never get tired of it.
It has become more commercialised recently, but still retains its fishing village charm, and is nowhere near as bad as Albufeira, Praia da Rocha etc.
The best way to enjoy Carvoeiro is on a villa/apartment holiday, there are many agencies who rent properties for holidays.
There are only a few hotels in the resort. For most villas and apartments it is necessary to hire a car - the exceptions being Monte Dourado and Monte Carvoeiro (although Monte Carvoeiro is up a steep hill).
If you do hire a car however, Rocha Brava is an excellent development. There are plenty of restaurants and bars in the village, plus supermarkets for bbqs at home.
For those people who always book package holidays - try arranging it yourself, you'll probably find it cheaper than using a tour company.
