The 28-year-old has had a controversial past, earning himself the nickname Le Sulk. He has clashed with team-mates and in 1999 angered Arsenal by demanding a move to Real Madrid.
However, Chelsea boss Grant said: "If I was not convinced about his temperament he would not be here. He is a good finisher, scored a lot of goals and can also provide assists.
"He is a good player in any system. I was looking for one more striker to add to the squad but I don't expect to make any more signings this month."
The Frenchman has agreed a four-and-a-half year contract worth £100,000-a-week.
Bolton said the Frenchman's increasingly urgent demands to be allowed to leave forced their hand this morning but claimed victory over the fee after achieving their original headline valuation.
"The improved offer met our valuation and represents an excellent deal in both football and business terms."
Bolton have made a large profit on Anelka after signing him from Fenerbahce for £8m in August 2006.
Chelsea had to improve their offer eventually after having an initial £11m bid rejected because strikers Didier Drogba and Salomon Kalou are on international duty and Andriy Shevchenko is injured.
