Those who stand in judgment on disputed goals in the Premiership are the League's own employees.
Exhaustive calls by Sportsmail to the high and mighty of the game - ex-players, former bosses and referees - failed to find a single person who does the job.
Our trail had taken us to former Tottenham captain Gary Mabbutt, ex-player and manager Frank Clark, chief executive of the League Managers' Association John Barnwell and Sky TV pundit Chris Kamara.
All denied involvement and Kamara, presenter of Sky's Goals on Sunday, said: "I'd love to be on it because we sort out goals like this on the programme every week and with a panel of real experts as well. But I've never been invited, even though I'd love to help."
We can reveal that the reason the Premier League have been so coy about their secret panel is that those involved all work for the League.
We understand that one senior League official selects at random members of his staff, who then examine play-backs before deciding collectively who should be credited with goals.
So much for the opinion of those who have actually played the game at the highest level.
