WHAT'S IN TRUMP'S EXECUTIVE ORDER ON POLICE REFORM?

-DE-ESCALATION IS IN

The Department of Justice will certify independent organizations to train and provide accreditation to police departments on modernized de-escalation practices, how and when to properly use force against assailants and 'community engagement'

Organizations will only receive certification if they comply with banning the use of chokehold – unless an officer is being targeted by deadly force – and instill a focus on 'de-escalation practices.' 

-BAD COPS DATABASE 

The order will include the creation of a new database that will maintain a list of police officers who have been accused of using excessive force. 

All police departments will have access to the system that tracks officers' backgrounds so they are not able to leave a department where they faced misconduct allegations and be hired by another department. 

Departments will be incentivized with financial grants to use, maintain and update the database with bad actors within their precinct. 

'Nobody hates bad cops more than good cops,' a senior administration official said. 'And we want to make sure that we can track that and take action.'

-SOCIAL WORKERS ON 911 CALLS

This tier would help train police on dealing and responding to calls that deal with homeless or mentally ill citizens

It includes a co-responder program where officers would arrive at the scene with a social worker to help deal with more vulnerable individuals. 

The program would increase the capacity for social workers to work alongside law enforcement so they can address and assess situations together.
