At this stage police say they do not know the circumstances of her death.
A police helicopter is expected to conduct a search of the region today.
Locals are in shock and are waiting for the woman's identity to be revealed, the Daily Telegraph reported.
'Being The Shire, whether we know them or someone we know does ... The Shire is small, it would be weird if we hadn't heard of them,' local resident Kate Beudeker said.
Morning joggers ran along the promenade as police worked to find any hints as to how the woman died before clearing the scene.
Lazaros Theodoridis arrived to work at a building opposite where the body was discovered and was shocked to find police scanning the area.
'The police were searching all the way along the beach ... It's a real shock to everyone,' Mr Theodoridis said.
'If it were a drowning, why would police walk all the way along, left and right.'
Inquiries are continuing. No further details are known at this time.
