According to KTLA, Ricky's skin was so torn that he required around 30 stitches.

Dr. Cynthia Kinney of the Inland Valley Humane Society told the station that Ricky was also 'starving'.

'I cannot imagine. He had to be in severe pain, not to mention the infection,' said Dr. Cynthia Kinney of the Inland Valley Humane Society.

Kinney said the rubber band was wrapped so tight that it was cutting off the blood circulation and cutting down to the bone.

Aside from the stitches, the pup was given antibiotics for the infection and a liquid diet to help him recover.
