A 22-year-old constable attached to Redbridge Borough was also arrested at a residential address in Essex on suspicion of fraud by false representation.
Seven others - six men aged between 22 and 46 and a 38-year-old woman - were also detained in north and east London.
A police spokesman said: 'All have been taken to central London police stations and remain in custody. The status of the arrested police officers is being reviewed.
'The arrests follow an intelligence led operation by the Met's anti-corruption command. It focused on a number of businesses, including a luxury car hire company.
'Detectives received intelligence that this company was being used to launder money and to make false insurance claims. The IPCC are aware of the investigation.'
Detective Chief Inspector Sharon Brooks from anti-corruption command, who is leading the investigation, said: 'Acting on intelligence we have carried out an operation that has resulted in nine arrests, including two serving police officers.
'We are committed to dealing with all corruption in the Met, and that includes those who seek to corrupt our staff.'
