Why are my ears always blocked?

My ears are constantly blocked. I cannot hear very well and they seem full of fluid.

I have to hold my nose and pop them regularly. I have been to my doctor, who says it's a problem with the Eustachian tube and there is nothing he can do.

Surely there must be something that would help?
