Residential Billing Transition Updates
Effective July 1, 2025, E.J. Harrison (EJH) took over residential solid waste billing and customer services from the City. EJH provides solid waste services (trash/recycling/organics) to commercial and residential customers in Camarillo, but the City was previously managing the billing process for residential customers. Shifting the billing role to EJH is designed to improve customer services, expand billing options, and provide greater payment flexibility for residential customers who receive solid waste services from EJH. This transition affects billing only—there are no changes to current services and pickup schedules.

Curbside Trash, Recycling, Yard and Food Waste Collection Services
For 2026 schedules, click here. All waste bins are emptied weekly between 7:00 a.m. to 5:00 p.m. on the scheduled collection day. Waste bins must be placed 2-3 feet apart at the curb by 6:30 a.m. and removed from public view by 12 midnight on collection day.

Holiday Schedule
Scheduled collection services that land on a holiday during the week will take place the next day following the holiday. Scheduled collection services that land on a weekend will be picked up as regularly scheduled.
Waste collection services will be delayed by ONE-DAY on the following holidays:

• Memorial Day
• Labor Day
• Thanksgiving Day
• Christmas Day
There will be NO changes in collection service for the following holidays:

Billing Transition FAQs
This transition is a positive step in the City’s ongoing efforts to streamline and enhance customer service for our residents. Formerly, the City of Camarillo managed billing and customer support for residential solid waste services (trash, recycling, and organics), and depending on the request, both the City and EJ Harrison (EJH) were involved in responding to service needs. By transitioning these services fully to EJH, residents benefit from a more direct and efficient customer experience. Some of the key benefits include:

This change is designed to make managing your trash, recycling, and organics services simpler, quicker, and more convenient.
The official transition of billing and customer services to EJH took effect on July 1, 2025.
No, there are no changes to your current pick-up schedule or service levels. This transition impacts only billing and account management. Since EJH is already your service provider, the shift is seamless when it comes to your day-to-day service.
Starting in July 2025, solid waste charges were no longer included in your City water and/or sewer bill. EJH is now billing you separately for trash and recycling services. For customers who had bundled accounts (trash, water, and sewer), your water and sewer services continue to be billed by the City, but trash and recycling is now being billed by EJH.
Yes, the cycle changed from billing in arrears to billing in advance of services provided:
- The City used to bill after services were provided (in arrears).
- EJH bills before services are provided (in advance).
Starting in December 2025, EJH switched to bimonthly (every two months) billing, which is what EJH does for all the other communities they serve. The December bill covered January and February services, and from then on, bimonthly billing was in effect.
Billing in advance is a customary industry practice for trash and recycling services, which are typically subscription-based with fixed monthly rates. EJH follows this standard approach to remain competitive with other service providers. This approach also allows residents greater flexibility, as payments are not due until roughly 45 days after the billing date.
If you are not already receiving service, EJH is now processing all requests for new service accounts (starting June 1, 2025).
No, the billing change does not impact current or future rates. However, each year as part of an annual rates review, EJH may request an increase based on the Consumer Price Index (a measure of inflation) and changes to disposal fees.
Customers are required to set up a new payment account with EJH. EJH billing and payment options:
- Paper bills (default billing): If you do nothing, you will continue to receive paper bills from EJH.
- Online Payment Portal: 24/7 access to view and pay your bill using credit/debit cards or electronic check (ACH). No enrollment is required.
- Automated Payments: Set up recurring payments for convenience.
- Electronic Payments: No fee for electronic (ACH) payments.
- Credit Card Payments: A fee of $2.49 per transaction will apply.
No. After July 1, 2025, all payments for trash and recycling services should be made directly to EJH using one of their payment options (see previous question).

The next generation of fully automated 32-, 64-, and 96-gallon carts are broader, heavier, and slightly shorter than current carts. They should be more stable during wind events as a result of this.
AB 341 Mandatory Commercial Recycling News
AB 341 Mandatory Commercial Recycling requires business establishments that generate four (4) cubic yards or more of commercial solid waste per week or is a multifamily residential dwelling of five (5) or more to make arrangements for recycling services.
AB 341 Frequently Asked Questions
AB 827 requires business establishments that generate (2) cubic yards or more of commercial solid waste to provide customers with access to organic, recycling, and trash containers to properly discard residual material purchased on the premises.
AB 1826 requires business establishments (including public entities) that generate a certain amount of organic waste each week to arrange for recycling services for that waste. Effective January 1, 2020, business establishments (including public entities) that generate two (2) cubic yards or more of commercial solid waste per week or a multifamily residential dwelling five (5) units or greater must arrange for organic recycling services.

Food Share of Ventura County distributes more than 17 million pounds of food, or more than 20 million meals annually through its 190 pantry and program partners. As Ventura County’s regional food bank, Food Share provides food for over 75,000 hungry friends and neighbors monthly.
