Woocommerce shipping – zones and rates

    I need some help with shipping settings, please! I have tried and tried to get this right, but still no…

    I sell different types of products:

    1. Heavier physical items, which I shipping Australia/NZ only – shipping included in price and listed as Free. This appears to be working just fine.
    2. eBooks, which can be sold anywhere, no shipping of course. However, the geo-restriction for Aus/NZ is being applied to these too, even though I have no shipping zone or charge listed against the products. I have enquiries from would-be buyers in Europe ho can’t purchase because their address gets blocked.
    3. Supplements, which I want to be Australia only, with a small shipping price listed separately. I don’t know how to set this.

    What should I set for Zones and Shipping rates for 2) and 3)? Thanks in advance for your help.
