Unable to add valid plugin URL

I am unable to add the following valid plugin URL in Dashboard Widget Settings:
https://wordpress.org/plugins/contact-form-7/Getting follow error message:
"https://wordpress.org/plugins/contact-form-7/" is not a valid plugin name format. This key has been deleted.

Current English translation shows as:
Please refer to the plugin URL on wordpress.org to determine its slug – https://wordpress.org/plugins/THE-SLUG/ –
This lead me to conclude (incorrectly) that the full plugin URL was required.
Following might be clearer:
Add slug: plugin slug name – please refer to the plugin URL on wordpress.org to determine its slug – https://wordpress.org/plugins/THE-SLUG/
