Similar to the cat list, is there a way to display a tag list with description, so user when submitting a new link can better decide which tags they should choose?

I am not sure that I understand your question. When you go to the User Submission tab under Library Configuration, item 6 in the table allows you to ask the user to select tags when submitting a new link. Have you tried enabling this?

However, I like to show the description of tags and categories, so that the user has an explanation.

Hope that is easier now to understand what I want?
