Since Twenty Twenty-Five is fine and turning off the plugins didn’t change anything, that points to the theme side rather than WooCommerce itself. Two things worth ruling out first: anything sitting under Appearance > Customize > Additional CSS, and whether you’re on a Storefront child theme. Both of those stay active when plugins are off, but they get dropped the moment you switch to a different theme, so they’d fit what you’re seeing.
If that turns up nothing, right click one of the affected pages, pick Inspect, and hover through the elements until you find the one with its own scrollbar. It’s usually a wrapper with a height and an overflow value on it. Once you know which element owns that second bar, the mouse wheel behaviour on the cart should make more sense too, since the wheel scrolls whichever container the cursor happens to be over.
If it does come back to the theme, Storefront has its own support forum and that would be the better place to take it: https://wordpress.org/support/theme/storefront/
Hey @esotericbookshop! 👋
I was able to replicate the issue on your site, where the scroll gets stuck once a billing country is set at checkout.
So I went ahead and tested on my own site, which only uses the latest versions of WooCommerce Core, WordPress, and Storefront, and I couldn’t replicate the issue, even when restricting it to the same countries your store uses.
That tells me the issue is specific to your website and environment. I did some more digging on your checkout page and can see that a couple of other plugins load there, which might be causing this.
One of them is WooPayments, but rest assured that’s not the culprit, since I tested it on my end and the issue didn’t happen. However, there’s another plugin your site is using called “Post and Page Builder” that could be the one behind it.
I’d recommend disabling that plugin to see whether the checkout works afterward. If it doesn’t, please go ahead with a full conflict test: disable all plugins except for WooCommerce and keep the Storefront theme, then see whether the same thing happens.
Looking forward to hearing back from you.
Hi @esotericbookshop — we haven’t heard back, so I’ll close this one. If the double scroll bars persist, check for a Storefront child theme or custom CSS under Appearance > Customize > Additional CSS; both survive a plugin test but vanish on a theme switch. Storefront’s own forum is also a good home for it: https://wordpress.org/support/theme/storefront/
