The plugin is looping: wp-login.php -> authorization -> wp-login.php

No access in wp-admin.

Hey,

if you are using Cloudflare you have to install this plugin: https://de.wordpress.org/plugins/cloudflare-flexible-ssl/

Please try to access your WP Admin via http to install this plugin.
