Panels don’t load; buffers indefinitely

For some reason, the panels don’t load. I’m not sure at which update this started happening (it’s at the latest update now) because I haven’t updated my site in awhile.

Same happens on Chrome and Firefox. I tried purging the cache and disabling all extensions but nothing changed.

Edit: It seems the loading state isn’t being removed for some reason. I went into dev tools and checked off the display and I was able to edit and publish. Screenshot: https://i.postimg.cc/PNGdyVpM/Untitled-2.jpg
