Missing “Tools” page on wp-admin

Hello!
I am trying to use the Redirection plugin and in order to do so I must go through the “Tools” page on my wp-admin (as seen on the sidebar on this screenshot), but unfortunately it is missing in the sidebar. Where can I find/reenable it?

Are you logged in as an administrator in your site?
The problem that you are seeing sounds similar to this topic: Dashboard Menu Missing Items. Perhaps you can try following the steps there and see if it helps?
