How is the latest version of Gutenberg (23.9.0) showing as not tested with WordPress 7.1? Is there something specific to this or should I be good to update to the latest version?

That notice comes from the “Tested up to” value in the plugin’s readme, nothing more. Gutenberg currently lists 7.0.5 there, so anyone running 7.1 sees it flagged as not tested. It doesn’t mean a problem has been found, just that the header hasn’t been bumped to match. Take a backup first and update at a time when you can click around and check things over.

This was recently resolved in this Gutenberg pull request:

    https://github.com/WordPress/gutenberg/pull/82404

It’s as @rezwanshiblu1952 explains: Gutenberg has been extensively tested with WordPress 7.1 – the version bump in the text file didn’t happen, that’s all. Sorry for the confusion!
