Are you unable to locate and inset the Excerpt block at all?
Or do you have it inserted, but it doesn’t work as intended?
Also, what theme are you using? And are you using the default block editor (aka Gutenberg)? If not, what editor are you using? And can you provide the URL of the blog page where you expect to see the excerpts?
For what it’s worth, I can see and insert the Excerpt block into a page or template in the default Twenty Twenty-Five theme, and it works as expected (i.e. only post excerpts are displayed, and not the full posts). Tested on latest WordPress 6.8.3 with no plugin active.

All my postings on the above blog page show the full contents. Previously, they were all short scripts until now. I am unable to find the “excerpt” checkbox under the “screen options” pulldown list at the top right-hand corner of my WP dashboard. I am using Astra theme with the latest WordPress 6.8.3 as well.
You don’t enter the texts via the Excerption Block but via an Excerption function of the Astra theme you are using. There may have been changes here as part of updates.
I just took a look at this in a test system on my end. You obviously have a blog archive where you display the blog posts. There are specific settings for this in Astra. Go to Appearance > Customizer > Post Types > Blog Archive. There you will find a section called “Posts Structure” where you should find a field for the “Excerpt”. Here you can choose what you want to display:
