It looks like you did an import with the wrong values. The tiered pricing interface does not allow you to save quantity rules where the quantity is less than 2, but, in your case, the wrong values are already stored in the database and prefilled when you load the edit product page.
You need to switch to the variable type (fields are not focusable because it is visible only on the “variable” product type), delete the wrong value from there, and switch back to the simple product type (or whatever your product type is). Then you’ll able to save the product:
