Auto update emails bug?

This is step to reproduce.
- Have installed WordPress with this plugin on my PC.
- Downloaded exported DB and files (wp-content/**/*) from my real website (but without WordPress beta plugin).
- Install them on my PC including URL changed to matched localhost before import to DB.
- Open WordPress admin plugins page on my PC and don’t see this plugin there while the plugin files exists.
  - So, I delete plugin files on my PC and re-install via plugins management page then activate the plugin.
- Go to plugin settings from Tools > Beta testing > Extra settings tab.
- Tick on “Skip successful autoupdate emails.” and save.
Now every day it still emails me about “[Site title on my PC] Background Update Finished” even I ticked skip it.
The emails including WordPress core (beta) updated, translation updated (for 2025-07-13 +7GMT).

Is it a bug?

Email from core originates from several locations. You might need to upload the message itself for me to tell.

I did create a plugin to stop most of the other types of success email.
