| CONSTITUENCY ABOLISHED 1918 | |||||
| Lord Arthur Pelham-Clinton, MP for Newark 1865-1868 | |||||
| Lord Arthur was the third son of the 5th Duke of Newcastle. After an early and distinguished | |||||
| career in the Navy (he was mentioned in despatches on a number of occasions) he was | |||||
| elected for Newark at the general election in July 1865. At the same time that he was a | |||||
| member of the House of Commons, Lord Arthur engaged in a number of theatrical | |||||
| productions along with a number of other 'distinguished amateurs' including the Marquess | |||||
| Townshend, Sir Randal Roberts, Bt and Sir John Sebright, Bt. One of the assistants at such | |||||
| performances was a young man named Ernest Boulton. | |||||
| In late 1868, at his own request, Lord Arthur was declared to be bankrupt. Far more serious | |||||
| trouble occurred in May 1870, when Ernest Boulton (1847-1904) and another young man | |||||
| named Frederick Park were arrested and charged with 'frequenting public thoroughfares and | |||||
| places of amusement in female attire, for an unlawful purpose.' | |||||
| Evidence was given that Boulton was regarded by Lord Arthur as being his 'wife.' The | |||||
| landlady and housemaid at Lord Arthur's lodgings both gave evidence that Boulton and Lord | |||||
| Arthur slept together in the same bed, and that Lord Arthur usually addressed Boulton as | |||||
| 'my dear' or 'my darling'. After lengthy delays, Boulton, Park and a number of other men were | |||||
| tried on the charges in May 1871. In his summing up, the Chief Justice, Lord Coleridge, said | |||||
| that the evidence seemed to him 'to be singularly wanting in proof of the purpose alleged | |||||
| being in point of fact carried into execution. There was no doubt that Boulton and Park, at | |||||
| all events, had been guilty of an outrageous scandal against public decency…..the jury must | |||||
| not allow their indignation at such unmanly proceedings to bias their minds when trying a | |||||
| question of far greater gravity.' The jury took the hint and found all parties not guilty. | |||||
| By this time, however, Lord Arthur was dead, having 'died from exhaustion, from the effects | |||||
| of scarlet fever' at Christchurch in Hampshire, where he was buried. Although he may have | |||||
| been dead, Lord Arthur would not lie down. In February 1882, an adventuress named Mary | |||||
| Jane Fearneaux was arrested on charges of conspiracy to defraud. Evidence was given that | |||||
| Fearneaux told her victims that she was really Lord Arthur Pelham-Clinton, who had only | |||||
| feigned to have died, and that 'he' was about to receive a free pardon and have valuable | |||||
| estates restored to him, on the strength of which Fearneaux was able to receive advances | |||||

| On 17 August 1900, an article appeared in the 'Chicago Daily Tribune' which discussed a | |||||
| number of instances in which the ends of justice had been defeated by bogus deaths. | |||||
| Among the instances cited was that of Lord Arthur Pelham-Clinton. The article alleges that | |||||
| Lord Arthur 'was about to be convicted, when the announcement of his death was made, | |||||
| and he was interred with much pomp and ceremony in the vaults of the ducal house of | |||||
| Newcastle. Yet a few months later he was recognized in New York, where he spent the | |||||
| remainder of his life under the name of "Mr Simpson" and used to haunt the restaurants | |||||
| and saloons around Union and Madison Squares.' | |||||
| Boulton and Park have been immortalized in a limerick:- | |||||
| There was an old person of Sark | |||||

| James Joseph Hope-Vere, MP for Ilchester 1830-1831 and Newport, Isle of Wight | |||||
| 1831-1832 | |||||
| Hope-Vere was returned for Newport, Isle of Wight, at the 1831 general election. However, | |||||
| when the return was made to the House of Commons, the Returning Officer included the | |||||
| wrong name on the return. | |||||
| The following account of how this situation was resolved appeared in the Dublin "Freeman's | |||||
| Journal and Daily Commercial Advertiser" on 2 July 1831:- | |||||
| 'The Lord Advocate [Francis Jeffrey] called the attention of the House to the recent election | |||||
| for Newport, in the Isle of Wight, in the return for which place a mistake had been made in the | |||||
| name of one of the representatives. The return named the gentleman alluded to as John | |||||
| James Hope Vere, Esq., of Craven Hall, but that gentleman's name was James Joseph Hope | |||||
| Vere; but, in consequence of the mistake, he had refrained hitherto from taking his seat. He | |||||
| (the Lord Advocate) knew that the gentleman was the person elected; and he also knew that | |||||
| he was the only person of that name at all connected with that part of the country. He was | |||||
| desirous, under those circumstances, to ascertain what course ought to be adopted as related | |||||
| to the return. | |||||
| 'The Speaker said that all the House required in such cases was the identification of the party, | |||||
| and to that the Lord Advocate had already spoken. The place of his residence was of no | |||||
| importance, except inasmuch as it went to establish his identity. The hon. gentleman himself | |||||
| made the same representation to him (the Speaker), and stated his fear of taking his seat | |||||
| until he had ascertained the opinion of the House upon the subject. The Clerk of the Crown | |||||
| was now in attendance, and as there could be no doubt as to the identity of Mr. Hope, if it | |||||
| was the wish of the House the Clerk of the Crown should be called in, and the return being | |||||
| altered, as far as related to the name, the hon. gentleman might take his seat with safety. | |||||
| 'The Clerk of the Crown was accordingly called in, and the return was amended.' | |||||
