RWC 2011 - Africa Qualifier

1. Only the 14 IRB Members will participate (excluding South Africa)

4. For 2008 the teams will be divided into 4 Pools of 3 teams each.

5. Two (2) Pre-qualifier matches will be played between the 2 lowest ranked teams in the North and the 2 lowest ranked teams in the South with those 2 Winners making up the final composition of 12 teams and the 2 losers will join the Castel Beer competition in 2009.

RWC SEVENS 2009 - Qualifying Tournament

Men

1. This tournament will take place on 24 & 25 October 2008 in Tunis, Tunisia.

2. Three (3) teams will qualify from this tournament to play in the RWC Sevens in March 2009.

1. This tournament will take place in Kampala, Uganda in July 2008.

2. Two (2) teams will qualify from this tournament to participate in the RWC 7’s 2009 in Dubai in March 2009.

3. Invitations will be forwarded to the following countries:

Unions should be able to show that there are proper existing structures in place for Women’s Rugby and that they will be capable of fielding a competitive team in the tournament.

CAR Under 19 Tournament

1. This tournament takes place from 20 – 30 August 2008 in Tunis, Tunisia and is the qualification tournament to determine the other Africa representative in the IRB Junior World Trophy in 2009.

2. The 8 participating teams will be divided in 2 Pools of 4 teams each, which is as follows:

3. Teams will play 3 Round-robin in their respective pools to determine their pool standings.

4. The final matches will be played cross section i.e. A1 vs B1; A2 vs B2; A3 vs B3 and A4 vs B4 to determine the Tournament winner, as well as the final tournament standings.

CAR Under 18 Development Tournament

North: 10 – 12 July 2008 – Bamako, Mali

1. This will be a Sevens Tournament that will consist of one (1) day of matches and two (2) days of training for the coaches.

2. The following eight (8) teams will participate

The CAR Chairman’s Note

After a number of unproductive years given the African institution was born in Tunis in 1986 with the objective to develop the Game in Africa, CAR can now be proud of the progress made since May 2002 and its change of direction.

Indeed if in the past only a few nations had the opportunity to participate in competitions in Africa, today’s another era…

27 nations currently participate in the CAR activities whereas in 2002, there were 6 nations in the Top 6 and 4 in the second division regional event.

108 rugby matches were organised by CAR in Africa (outside South Africa) in 2002 that involved the national teams, the U18 and the Women’s. The Continent has been divided into 5 rugby zones allowing geographical proximity and an easier communication between the nations. This zone organisation SHALL ALLOW all regions to be represented in CAR and will be beneficial to the development of the Game as with this proximity we hope to see all the young Africans running with a rugby ball.

We are convinced sport and especially rugby has the potential to develop the youth in Africa. Rugby is a catalyst and provides an educational environment, communication and exchange but also helps towards tolerance and understanding in the difficult times we are going through.

To come back to the event uniting our rugby family here in Tanzania, a nation with a history of tolerance and hospitality, we can be proud of what our Tanzanian brothers have achieved when they proposed this second Castel Beer Super 16 Trophy, South Zone.

As CAR Chairman, I am delighted today to see that Tanzania took up the challenge to organise this African rugby tournament. And we know this challenge was not an easy one.

We also hope to show that rugby has sharing values: anyone can play our Game, men, women, whether rich, black, white, in good health or with a handicap, everyone can be part of the Game. And I also hope rugby will be part of the Olympics in the future.

I would like to take this opportunity to thank the Minister of Sports and for the Youth and the sporting authorities in Tanzania for the important and efficient support they provided fro this organisation and without which this event would have been difficult to hold.

I would also like to thank the IRB for its important role and its moral and financial assistance. I would like to say thanks from the bottom of my heart.

On behalf of CAR, I would like to congratulate Mr Tinus Aucamp, the Tanzanian Rugby Union Chairman for the great organisation of this tournament and his dynamic support for Tanzanian rugby and the Game in Africa.

I cannot conclude without thanking all the anonymous and dedicated volunteers who are contributing to the success of any event such as this one.

I would like to thank all the African teams that have participated in this Super 16 and whish them luck and a successful tournament. May the best team win in the spirit of the Game.
