Tuesday 16 March 2004: 156 of 186 delegates to the Democratic National Convention are allocated to presidential contenders based on the results of the voting in today's Illinois Presidential Primary. A mandatory 15 percent threshold is required in order for a presidential contender to be allocated National Convention delegates at either the congressional district or statewide level.

  • 102 district delegates are to be allocated proportionally to presidential contenders based on the primary results in each of the State's 19 congressional districts.

    • CD 5: 6
    • CD 6: 4
    • CD 7: 8
    • CD 8: 4
    • CD 9: 6
    • CD 10: 5
    • CD 11: 5

    • CD 16: 4
    • CD 17: 5
    • CD 18: 5
    • CD 19: 5
  • In addition, 54 delegates are to be allocated to presidential contenders based on the primary vote statewide.

    • 20 Pledged PLEOs
 

Monday 10 May 2004 - State Convention

The remaining 30 National Convention delegates consist of

  • 27 Unpledged PLEO delegates:
    • 15 Democratic National Committee members
    • 10 Members of Congress (1 Senators and 9 Representatives)
    • 1 Governor
    • 1 Distinguished Party Leader
  • 3 Unpledged "add-on"s (selected during the State Convention).

These 30 delegates and will go to the Democratic National Convention officially "Unpledged".

Illinois has 102 counties and 19 congressional districts: 71 counties are wholly within a given congressional district and 31 counties are divided among more than one congressional district.
