The traditional symbol of Korea, the tae-keuk, was used as basis for designing the emblem of the 4th Kangwon Asian Winter Games. In addition to the tae-keuk, the emblem also blends other images:
a wave to represent the sun rising over Kangwon's East Sea, a snowflake to add a touch of winter, and the sun to symbolize the Olympic Council of Asia. The emblem is an expression of our hope that the Kangwon Asian Winter Games will promote harmony among all Asians and contribute to continued progress for the region.
 
A Manchurian black bear cub which is the symbolic animal of the host province, Kangwon-do, was given human features. With open arms and a friendly smile, he welcomes all visitors to the Kangwon Asian
Winter Games. To symbolize the continued progress we hope that Asia will make as a result of the Kangwon Winter Asian Games, the flame of the torch was substituted with the symbol of the Olympic Council of Asia, the sun.
