General Whalen heads Sector Seven. He may be slightly overconfident of his organization's ability to handle giant robots from space.

After Sector Seven made contact with Shatter and Dropkick, General Whalen presided over a meeting to decide the best way to proceed. Though Agent Burns argued that the Decepticons could not be trusted, Dr. Powell's argument that they would just take their technology to the Russians persuaded the General to let the Cons have access to Sector Seven's equipment. As the Decepticons upgraded Sector Seven's tech to create a global computer network to aid them in their search for B-127, Whalen grew tired of Powell's overeager narration and switched off the radio. Burns again expressed his concerns, but Whalen was pleased at the technology they'd already been given and told him once the mission was complete, Burns could scrap the lot of them. Bumblebee
