- "It is obvious these creatures are not covered by the Convention of Civilized Systems. The Jedi Council has no say in the matter."
- ―Chairman Chi Cho, on the Talz
The Convention of Civilized Systems was a Galactic Republic law that was related to methods for determining a species' sentience. During the Clone Wars, the Jedi High Council opposed the Pantoran Assembly's war with the Talz, but Chairman Chi Cho argued that the Talz were not sentient and therefore the law did not extend to them.[1]
