The messages aren't parsed as wikitext, so translation tags are currently processed as raw text. I assigned a parent task, which if done should fix it.
Your proposed patch sounds like exactly how I would do it. @adrelanos, why don't you make the patch and submit it to Gerrit, and then we can see if we can get a maintainer to approve it? It's always easier to get developer attention if all they have to do is click a merge button.

The version of Cosmos you are using is incompatible wtih the changes made to MediaWiki-extensions-CookieWarning in rECW37f46abdbb98: Use new Hook system.
