Yeah we never set the partitioned flag. During login, cookies should not be considered third-party, and in other workflows where they are (central login, central autologin) they are used for the explicit purpose of cross-domain communication so there isn't much difference between cookie blocking and cookie partitioning.
Note that CHIPS support is currently disabled in Safari 18.5 onwards due to ???. It's tracked in https://bugs.webkit.org/show_bug.cgi?id=292975.

Yes, I think it makes sense to decline this. The underlying need articulated here is something we're addressing in SDS 1 Metrics for FY 25-26, but that work will be captured in newer tasks.
