There was an issue in T396124 with the image File:Klobuersten_fcm.jpg. It redirects to File:Klobuersten (fcm).jpg. As a result the file didn't download.

If a file is moved without adding a redirect there's a different error:
pywikibot.exceptions.NoPageError: Page [[commons:File:Borys Paton.jpg]] doesn't exist.
This is the case for e.g. Borys_Paton.jpg.

Sometimes a file with a redirect is downloaded, but SDC can't be retrieved. This happens for File:FreretAccordian.jpg -> https://commons.wikimedia.org/wiki/File:Freret_Street_Festival_2005,_New_Orleans_-_Accordian_player.jpg.
