Very curious to see this list, and I guess everything that won't work likely should have a phab ticket attached to it.
Has there been any progress on this write up yet?

There was some internal discussion on Mattermost (https://mattermost.wikimedia.de/swe/pl/bz99q8x667y4xr84kqtyeu1xsw) which led-up to this ticket. During the same time I followed-up with a README update in a PR which captured my understanding of things, and which I felt consolidated and clarified things from that Mattermost conversation to that point (https://github.com/wmde/wikibase-release-pipeline/pull/797). From there @roti_WMDE had a comment on the PR, and if I if I remember right @danshick-wmde you were wanting us to wait for you to take a fresh pass at it from there?

Looking at the PR, it looks like this specifically relates to the policy on quickstatements within wikibase deploy.
I was expecting this to be some wider policy on quickstatements and local installs of wikibase / wikibase suite.
I feel like wikibase deploy could do with its own tag on phabricator to make it clear what tasks relate to what scope.
