User story

As a Wikimedia reader I want a consistent skin experience across all projects.

Requirements

Determine if the switch to old look link needs to be restored (T361393: Remove the "switch to old look" button (aka MediaWiki:Vector-opt-out))
Remove arbcom_ruwiki from dblists/legacy-vector.dblist
Remove ruwiki from dblists/legacy-vector.dblist
Enable dark mode for all users (justification for anonymous users in T377680#10248723)

There isn’t any dedicated task for this but ULS should actually support night mode instead of just slapping skin-invert notheme classes on it and calling it a day. This causes a bunch of problems any time that ULS is called from somewhere other than the #p-lang-btn. See, for example, https://he.wikipedia.org/wiki/תבנית:קישורי_בינוויקי?uselang=en&vectornightmode=1

I consider it to be another blocker given that local developers are expected to make their templates night mode-compatible but for some reason skin developers are not expected to do the same.

Given previous 93.5% opposition to enabling Vector 2022 in Russian Wikipedia [1] and the current community discussion at tech forum [2] uniformly rejecting the newly proposed deployment a year later, adding the proper tag to denote how anti-community this task is. The new vote at https://ru.wikipedia.org/wiki/Википедия:Голосования/Срочное_включение_Вектора-2022_(2025) to be run from 20th to 30th March would probably show similar opposition level, given that nothing was fundamentally changed since a year ago.
