Description

This is a task to be used in the ticket parent-child graph to track things that will happen before and after this update.

A probable order from 1.39 update:

create new mediawiki-143 image
create new mediawiki-143 deployments but ship no traffic there
generate new db snapshot to add to api
enable new wikis to be created with new 1.43 version
migrate staging wikis
migrate production wikis
remove 1.39 releases
shortcut out any "update" routing
