[BUG] Dual down arrow icons displayed on State input

It was noticed during testing today that there are two arrows displayed on the payments wiki page when using IE 11.

Steps to Reproduce:

  1. Open https://payments.wikimedia.org/index.php?title=Special:IngenicoGateway&appeal=JimmyQuote&ffname=cc-vmad&recurring=false&payment_method=cc&uselang=en&country=US&amount=2.75&utm_campaign=test&currency=USD&variant=monthlyConvert_003
  2. Observe there are two down arrows in the State input

Expected Results:
We would expect only one down-arrow to display on all browsers.

Actual Results:
Currently there are two down arrows visible on IE 11.
