An empty Wikibase should be easily populated with example data (e.g. famous cats, public libraries in New York City, or types of cheese) in order to create an 'example Wikibase.' This could be used as a kind of 'hello world,' or a prototype/example. Right now, there are very few examples of a small Wikibase, so users looking to spin up a local Wikibase instance would not know what to expect from a new local instance when looking to Wikidata (or other large/highly customized Wikibase instances) as an example.
