Description

Might be nice to have a way to let people do their own offline testing of filters against a few hundred edits or so.

Ideas:

Local tool (could be run on toolserver) for testing against var dumps, divorced from MediaWiki.
Download interface for downloading partial var dumps of filters (still defer parse operations and stuff, but don't defer DB fetches).

These are low-priority miniprojects that I can mop up at some point when I'm doing general code work as opposed to working on a specific projects.

Isn't that what Vagrant in combination with dumps is about nowadays?
