Option to prohibit email from non-confirmed editors

Description

Often LTAs will create a mass of sock accounts to send abusive emails using the EmailUser function - having an option (similar to the new "Prohibit these users from emailing me:") to disallow non-confirmed editors from emailing you would be useful for regular targets of this harassment.

This ideally would be a global preference, but I appreciate that the definition of "confirmed" is not the same on every project.

Perhaps a local preference per wiki using the enwp definition (4 days + 10 edits) would be a good start?

Well there you go - I looked for an option relating to this the other day, but could not find it (or perhaps I just didn't look hard enough)! I've now found it, and noticed I can set it globally!

I think this is a duplicate ticket of T138165: Allow users to restrict which user groups that can send them direct emails via Special:EmailUser which is what @Samtar was referring to. "Brand new users" = users without confirmed or autoconfirmed.
